So... the [spoiler] must have released the tape then?

So this is a found footage film. Meaning that someone must have released the tape from the video camera or else we wouldn't be seeing it. But the only person that had access to the tape was the dinosaur. So the dinosaur released the tape, right? I don't see any other way the tape got from the military base (or whatever it was) to the public.
