Because each state has their own licensing Commissions. And a lot of them make their decisions about who gets to fight for unsavory reasons, some not. That is why you might see a boxing match from some weird place years ago. So if you get your license revoked in NY you could still fight in Georgia. But it is different now, but not much.

Boxing is wrought by underworld connections. Cus D'Amato who was the manager of Floyd Paterson and later Mike Tyson got his License pulled in New York(where you really do not want to get a revocation) while he was managing Floyd Paterson because of underworld connections and that was used as a tool to force Paterson , the heavyweight champion to fight Sonny Liston who had his own problems.

Since a little time before Mike Tyson if one state pulled your license all of the states had to pull it. Tyson had got a permanent revocation for biting Evander Holyfields ear. But eventually he was reinstated. But up until then one state boxing commission could pull your license but other states did not have to honor it. But the problem is that you can effectively ruin a boxers career by pulling a his license and it might be for some crazy reason because the Commissions are in some places shaky.
