dealer had 4 2, hits for a J, gets 16 beats walhberg, then hits again to bust LOL
The dealer can't stop whenever he/she wants, there is always a minimum for the dealer that in this case was 17. So with 16 the dealer has to hit another card.
If the dealer has 16 you might decide to stay with whatever you have and expect the dealer to hit something higher than 5.

You've never played blackjack before have you.
The dealer always draws until they have a hand between 17 to 21.
It's a strategy, if the dealer has a bad card showing, like a 4,5, or a 6, to stay at 12,13,14,15, or, 16. Make the dealer draw and hope the dealer busts.
