Why did the cops never show up?

She didnt call the cops she called campus security but they had the phone so they pretended to be police thats how they knew she was in library

She clearly dialed 9-1-1 they even show it on the screen. Justine had the campus maintenance guy's phone so the leader chick called her back knowing that because the campus maintenance phone number was all over campus.

If it is an internal system it can go to campus security.
