It is. It's divided in two parts - the first one is about 2.30hrs while the second part is about 2hrs.

Unfortunately, the version being released in US and UK cinemas will be condensed to 150 minutes. I hope the eventual Blu-ray/DVD release will give us the option to buy either cut like they did with Red Cliff.

The Region A Taiwanese Bluray comes with the two-part cut, as well as the international version cut.

So the mixed reviews are they based on the edited version of 150 minutes or the original 4 hour version?

A few things to note from this thread:

The movie is indeed about four and a half hours long in its original form. Part 1 is 2:23 (hrs:min) and Part 2 is 2:11. Of course the nine minute credits runs twice (once for each "part") but you get the idea. The trimmed down North American version (aka U.S. version) is about two and a half hours long.

I cannot speak for the region two (includes UK) releases, but here in North America customers have a choice of either the uncut 4.5 hour version or the 2.5 hour U.S. version in the Blu-Ray or DVD format. Best Buy, movie rentals, and more all seem to be only stocking the cut down U.S. version, but you can order the international version online from, say, Best Buy or on Amazon.

As for which version the reviews are for, it looks like this page is for both versions and therefore people are rating and reviewing either on here.
