why didn't that guy shoot the girl sniper ?

I missed the reason or reasons why the officer di not kill here earlier, then she starts killing everyone and he still does not put her away ?

He recognised her from the photo the North Koreans had left in the shared stash hole.
Remember they all commented on how cute she was.
Also they met at the creek with all the empty artillery shells, he gave her some chocolate.
I guess he was a bit shocked to find out she was 'Two Seconds'.
But he still should have put a bullet in her.

...somewhat off-topic, but I did notice that the film did try to humanize some of the Communist soldiers. The focus wasn't on them as much, but for the group who shared that box in the ground, they weren't just a bunch of random soldiers.

The first time was because he didn't know she was a soldier, and the 2nd time was because she had the drop on him and didn't shoot him first.

Its in part because she was a girl. Its just built into guys to protect women. When he sees a woman in a position you would not have expected to see in the 50's it gives guy pause. Guys want to protect women. In the end when it was life or death the one solider made the choice to kill her because it was the only choice left. He didn't even want to look at her as he did what he had to do.
