Contractual obligations?

This movie is two years old and on This TV already. I've never heard of it. It stars Chris Kattan and a cast of nobody I've ever heard of. The readings are flat, there's barely any music and lousy camera work. Was this made to complete some contractual obligation?

You couldn't get some music in there? You couldn't find one recognizable face for the movie besides Chris Kattan? I liked Chris Kattan on SNL. He deserved better.
