So who exactly was the sniper? (Spoilers, obviously)

Who was he exactly? A family member? They might have said it, but I'm American and sometimes I have trouble with British accents. Thanks in advance!

He was the cop who was investigating the killing of the kid at the start of the movie. It was his way of getting 'justice' for the tenants not helping him identify the killers.

Good, solid tense movie but CRAP revelation of who the killer was. Would've been so much better had they actually linked him to the kid who got killed somehow. Father, brother, friend... something. Having no link to him just seems... stupid.
