I wasn't expecting a bourne knockoff, I was expecting a psychologically fulfilling spy thriller and this was not even close. First of all the plot is the weakest ever written. A guy tries to prove his identity to inherent millions of Euros and then says he doesn't want the money. He's scared for his life and on the run why? No one is chasing him except for an german counter terrorism unit but he's not a terrorist he's just an illegal immigrant refugee and what is the point of rachel mcadams character even being in the story? They needed some type of possible sex interest. Philip Seymour Hoffman gives a great performance but its all for naught the movie is pointless. The worst part is that at least an hour of the two hour film is spent in silence watching people walking places, driving places or standing places with no suspense involved. There are about two or three intriguing conversations (william dafoe and mcadams first scene in the bank and PSH and Robin wright scene explaining the shipping company). The whole story could've and should've been shown in 40 minutes and the only point of the entire made up story seems to be don't trust the CIA.

He's an illegal immigrant and ex-convict with ties to a militant Jihadist organization and he's just arrived in a place known for its use as a base for previous terrorists.

A guy tries to prove his identity to inherent millions of Euros and then says he doesn't want the money.
He may not want the money but that doesn't mean that he isn't aware of just how much of it there is and how much could be done with it.

what is the point of rachel mcadams character even being in the story?
Bachmann's interactions with Annabel reveal to the audience that he's actually a good person trying to do the right thing. Her interactions with Issa, meanwhile, reveal that Issa is more or less an innocent in all of this. Annabel is also Brue's main motivation in the film (though, admittedly, the film doesn't do much with Brue's character).

Removing Annabel would mean: (a) having a less clear idea that Bachmann is a good person; (b) robbing Issa's arrest of its emotional impact; (c) Tommy having one less reason to get involved.

There are about two or three intriguing conversations (william dafoe and mcadams first scene in the bank and PSH and Robin wright scene explaining the shipping company).
What about Bachmann manipulating Jamal into turning against his own father? Or Bachmann betraying his own idealistic principles while trying to convince the Americans to go along with his plan to use Faisal?
