Not to be a plot hole bothered me guy but


So the population of the earth was reduced to 20 million people who were/are threatened by nuclear fallout (acid rain, poor air quality, etc.), erosion, and lack of most higher order technology (presumably from EMPs from solar flares) and still society manages to build 700 million highly sophisticated robots?

The robots were not sophisticated my friend they were very primitive to say the least. The only did basic tasks like welding and building walls.

You say other technology was lacking so how did they build robots? Well it wasn't quite mad max - They still had Holo tvs and are still clearly more advanced than we are now bar the communication systems which they said were down because of the solar flares which resorted them to using pagers.

I thought of that as well.

Since the robots are not supposed to be able to fix themselves, I take it that manufacturing could not have been 100% automatic.

Manufacturing is shown during the opening title scenes and shows that it was done by humans.

They could have used robots to help with manufacturing as long as they were robots without biokernels. The biokernel was the part that seemed to give a robot its self-awareness and was also the part that contained the protocols.
