They sent her away. Like wtf..? She just saved everyone from Coin AND Snow. I would have done the same thing. If she had killed only Snow the Capitol would have elected Coin and she would have done much worse things than him.

Most of the new government was unaware of Coin's mechinations. They thought Katniss had murdered an important leader and possibly deserved to be executed. Those that DID know had to accumulate evidence and convince the others of what really happened. Sending Katniss away to District 12 was actually intended to keep her alive and safe until things could be straightened out. Besides, from Katniss's point of view, 12 was her home and the Capitol a frightening, alien place, so she put up no resistance to being "exiled".

An interesting change from book to film. In the book Katniss is given a trial
though we're told little about it and apparently Katniss did not testify. Katniss
is found not responsible because of extreme emotional distress to use the current
legal jargon. She is then exiled to 12. In the book there is a long section of
Katniss inner monologue while in detention explaining her state of mind. They
missed IMHO a great opportunity in the film to convert some of that inner monologue
into testimony from Katniss at a trial(since they refused to use voice-over).
Instead the film omits the trial and has Plutrach manipulating the situation behind
the scenes(as usual) and convincing Paylor to let him spirit Katniss away with a
promise of a future pardon.

It's the "unwinding" problem. Traditionally a film is supposed to stop soon after the climax and is criticized if it doesn't (the most famous case being RETURN OF THE KING). That's probably why they omitted the trial -- unless it was because of Hoffmann not being available.

For people curious about how the trial might have gone, I suggest the fanfiction THE NARROW PATH by Fernwithy, which devotes several chapters to the trial. The dramatic issue: Plutarch wants to convince the people that it's possible to have a fair trial without political interference, while at the same time he wants to save Katniss.

They kinda had to have Plutarch do stuff from behind the scenes, since Hoffman was dead. I don't know if they'd have done anything different if he was still alive to film more. Maybe he'd have come with Haymtch at the end and talked to her himself. Maybe it would have been a completely different scene.
