I realize it's been a while since you posted this, but to add to what others have said, the hesitation before Snow drinks also have to do with he and Katniss communicating. Katniss wants to know if she and Peeta were able to convince him and the Districts that they were in love (like Peeta says at the start of the scene). She looks at him, silently asking, which makes Snow shake his head: "No. You didn't convince me/them. You're in BIG trouble."
Then come the sudden fireworks, which is is meant to remind us of gunfire, and of Snow's words to Katniss that there might be a war if she's not careful. That responsibility weighs very heavily on her.
