1) When Katniss wakes up inside the ship at the end of the movie, who is the person lying in the cot next to her? I'm thinking it must be Volts, but it doesn't look like him.
2) When President Snow is toasting at the big party, he sips his drink, but then seems to hesitate while drinking it as if trouble by something. ...What was that all about?
1. Yep, that's Beetee. :) I think the camera angles and lighting in that scene made you think he was someone else.
2. I'll have to watch that scene again.
President Snow has ulcers in his mouth. He you see blood in his cup shortly after. If you haven't seen Mockingjay Part 1 yet, it will be explained there.

shareI realize it's been a while since you posted this, but to add to what others have said, the hesitation before Snow drinks also have to do with he and Katniss communicating. Katniss wants to know if she and Peeta were able to convince him and the Districts that they were in love (like Peeta says at the start of the scene). She looks at him, silently asking, which makes Snow shake his head: "No. You didn't convince me/them. You're in BIG trouble."
Then come the sudden fireworks, which is is meant to remind us of gunfire, and of Snow's words to Katniss that there might be a war if she's not careful. That responsibility weighs very heavily on her.
