Question about the book....

I came across all four movies on Netflix and figured I would watch them as I haven't seen them in a while. I'm in the middle of catching fire now and I'm starting to wonder why haymitch didn't tell Peeta about the plan to extract Katniss? It seems like all of the Victors in the games except for the careers were in on it. I understand not telling Katniss, but why didn't they tell Peeta? Seems like it would have made sense to have him in the loop? It's been a while since I read the books and I can't remember if that was addressed...

Here are the relevant passages from the book:

"You didn't tell me."...
Neither you nor Peeta were told, We couldn't risk it," says Plutarch.
.
.
.
"I still don't understand why Peeta and I weren't let in on the plan," I say.
"Because once the force field blew, you'd be the first ones they'd try to capture,
and the less you knew the better," says Haymich.
.
.
.
"We had to save you because you're the mockingjay, Katniss" says Plutarch. "While
you live, the revolution lives."

Another reason might be that Peeta might sacrifice himself for her, which would be
counter productive since Haymich already knew that they were a team. Katniss was of
little use without Peeta.

Thank you! That makes more sense now. The two of them would be the first ones that the Capitol would go after and you can't tell them anything if you don't know anything.
