If CIA agent Harper shot the judge, Mitch, Ray and the soilder in the head right after the judge demanded the information about the "execution"? Like right after the order was given, he drew a silenced weapon and efficiently took them all out? It would have been a fitting end to this severely flawed project. Admittedly, it's been slightly better than before, but it's a pretzel logic show that hopes it can fool you with an unnecesary flash-back/flash-forward story with a boring client-of-the-week format. But, whatever, its gone anyway.
