*Spoilers* In the end, a dedicated and loyal police officer, but....


...in the end, he seems to represent Indian frustration with political corruption and the "free election" of some very compromised people. He does act more like a sheriff than a simple police officer, though he's not elected.

Maybe I'm overthinking these aspects of the film, but it does show a cultural difference. In Singham, a skeevy hoodlum who is going to be a minister of parliament, and thus able to get away with everything with the consent of the law. So many of our "cop fights corruption" flicks involve wise cops who fight the bureaucratic limitations of their jobs, but their nemeses could never get elected to get power.
