Would you consider this a B movie or just a bad movie?

5 million dollar budget doesnt seem like a large budget for a movie but damn, i believe the movie was pretty bad. Wouldve sucked if it had a 100 million dollar budget. Very inconsistent movie, no explanations of certain things, lame fight scenes & plain cheesy.
