Goof at the very end of te film

Mud has semi-long hair ... but at the end when he is being taken out to the ocean for freedom by boat, not a single hair on his head is blowing in the wind.

Couldn't they at least used a fan to blow on him while trying to simulate the effect of being on a boat moving at a fast speed in the water?
