Why did Billy let himself get killed?
He had like a million chances to kill Charlie and he had the dog point blank. Why didn't Billy just kill Charlie with the flare gun instead of letting himself get shot?

I don't think it was loaded. Flare guns are typically single-shot, with the flare cartridge being the size of the barrel.
Charlie would have only needed 1 flare, and I'm pretty sure Billy just took the flare gun out of the car, not any extra flares.
Charlie was probably just too emotional to think straight since a crazy guy was pointing a flare gun at his dog's head, so he didn't realize that Billy didn't have any more flares.

shareRight, but, didn't Billy say something about reloading? I seem to remember when he comes out from behind the rock with the flare gun pointed at the dog, he says, sorry that took so long, I needed a couple minutes to reload this thing. Something like that. But you are right, he didn't bring any extra flares out of the car when he got the gun originally, and I can't imagine how he would have gone back into the car to get another one without being noticed and shot. I chalk it up to the magic of movies.
