One thing that really bugged me
In the second scenario, they choose not to let the girl in who speaks 7 languages but will not be able to speak in 3 years.
She still knows the language. There are more ways to communicate than just speaking.
Well, since the whole class spoke English, the majority of the students probably assumed that the whole world would be able to understand them, and hence they possibly thought that they didn't need knowledge of other/foreign languages anyway.
(By the way, judging from the diversity of nationalities, the students seemed to have knowledge of several foreign languages anyway. For example, Yoshiko probably speaks Japanese, Plum may speak Chinese, Toby may speak Arabic, Kavi may speak Hindi, Mr. Zimit is probably fluent in Indonesian, and Chips (the kid from Spy Kids) probably speaks Spanish! )
