Altair created the double hidden blade. During his time, only Master Assassins were allowed to use two blades. After Leonardo rediscovered it, and Ezio became Mentor of the Brotherhood, it's use became more common.

Altair invented them, and if you remember in AC2 the codex pages was written by him, and Ezio collected them, they explain in revelation how did the codex pages was by Marco Polo's father
shareI believe the OP is referring to Memory 1 and Memory 2 of the hidden keys you have to retrieve. Both of those memories would be dates PRIOR to him being a Master Assassin (Especially Memory 1 where it takes place LONG before Altair was looked at as too wreckless to his Mentor).
This is an error, but it's one I'm willing to overlook for the sake of enjoying the game.
Maybe it has something to do with the Apple of Eden as he used a gun in one section after explaining to Abbas " I have learnt many things from the Apple, of life and death, past and future, let me show you" and I'm pretty sure the gun wasn't invented until Assassins Creed 2 and Altair only used throwing knives for targets at a distant in AC 1 so the Apple could also be the reason he has two blades prior to inventing them
shareWhen I play through the first Altaïr section on Xbox 360 he doesn't have double blades but that's a good theory
By the way, the first Altaïr section takes place 3 years before AC1
