Why isn't the albino girl wearing a prison uniform?

Just started watching the show. So what is she? A special prisoner?

None of the inmates or guards ask about her (hey, why are you allowed out of uniform, wears your collar?). She's trapped in the prison, and competes so... is she a prisoner too?

I've only started watching, myself.

Edit: A few more episodes in... Apparently the females have a more lenient dress code -- typical!

She isn't a Prisoner and everyone in power knows who she is...
