Time Shift @ Original 1959 Camping site- Question

Their watches, and GPS were not working. Andy remarks that they are 7 hours ahead of schedule. Was this when the time shifting began? They found the ear and another poster on this site thought that was occurring in present time but was it actually happening in 1959? And the dead men in the bunker.. from 1959?
