Yes he is in this movie.
Of course he's not playing Lizzie's brother, but the actor is in the movie.

OMG you're right! He looks so much better in his imdb pics then in that movie as Shane. Wow. He irritated the heck out of me in this movie. I loved him as Matt in Lizzie McGuire. He was such a cute lil pest! hehe
