rips of the DVD usually go up online about a day before you can actually find them on the shelves.

Why would the film company release the film on BluRay before its been released at the cinema in most parts of the world?

From what I've read about this film, it's not looking to good and may not even come out in the cinemas.
i.e. It's a straight to video movie.

Its not worth even a download not to mention DVD release and anyone that would be so unfortunate to go to cinema to watch it would probably would want their money back anyway.
sharemarketing expenses are a massive component of a cinema released film i.e. distribution.
if it is a complete dud in the opinion of the studio, as in the case of Catch .44, then they pull the pin and cut their losses.
Kevin Smith explains it (massive costs) as the reason why he took the approach with Red State that he did. he effectively self-marketed and distributed in the US because he has such a loyal fan-base.
