Nooki was stuck?

So... why was Nooki stuck, exactly? All she had to do was take off her shoe to get unstuck. Which is exactly what The Complication did to free her once he got there, except it would've been a lot easier for Nooki to just take the shoe off herself before the water got high. So, um... why didn't she?
