Suspicious of Dave's deciding votes ..

Okay, so Dave first has to decide the between Gian and Kelly for who is the final two. I feel like maybe he didn't go with Kelly because she did a tattoo of him riding a bat, and so if he had voted for her it would have made it seem like he was playing favorites just based on the subject matter ("I like this tattoo better because it has me in it").

Then, for the winner, Gian's tattoo was clearly better, but again I think Dave did the "politically correct" thing by making sure there was finally a female Ink Master. Granted, I do think Ryan was the best artist going on the whole body of work for the entire season, but they said they were only going based on the final tattoo, and if that's the case Gian should have won.
