I have looked everywhere, online, local stores, Amazon , Best Buy, Netflix, & IMDB where can I find this film either so I can watch it or so I can purchase it please help

It's available on DVD in Canada. One reliable internet retailer who will ship to the USA (and let you pay in American dollars) is www.playstop.ca. I've used them for "Canadian-exclusive" titles many times in the past.
