I just perused the credits for "Low Down" & didn't see Billy's name there (& also didn't see the project listed on his IMDb page), but was he involved with this film in some way? I'm curious because he attended the premiere.

Wow! You're right. That was definitely him as the main heroin dealer. Odd.
