The only thing 'Cars' (1) and 'Turbo' really have in common is the racing theme. In 'Cars', it was more about Lightening McQueen learning to slow down and stop thinking about himself so much. 'Turbo' is about a speed obsessed snail who gets the chance to fulfill his dream and overcoming the challenges thrown his way. One is about slowing down and opening yourself up to others, and the other one is about chasing your dreams no matter where you come from.
As for which is better, it's mostly about personal taste. For me, I prefer 'Turbo' because I can relate to the idea of being an underdog and doing whatever it takes to make a dream come true. I also enjoyed how the side characters helped Theo/Turbo accomplish his dream while making sure he's safe. Now I did like 'Cars' and its message, but 'Turbo' spoke out to me more. Comparing these to 'Cars 2', the first 'Cars' focused on Lightening while the second focused on Matter. I did enjoy it, but not as much as the first 'Cars' or 'Turbo'. Like I said though, it's more about personal taste.
For the last question, I do think that there are some elements in 'Turbo' that could have made 'Cars' a little better. slight spoilers: The main thing that comes to my mind is the wreck of The King in 'Cars' and the wreck in 'Turbo'. Both greatly impact the characters and are really deep, but seeing Theo/Turbo hurt felt more personal. You follow this snail throughout the whole movie and find yourself rooting for him as he comes closer to his dream, and then you're left speechless when you see him sitting there with a broken shell just feet away from the finish line and giving up. Don't get me wrong, I was sad when The King was wrecked and smiled when McQueen (knowing now that winning wasn't important) helped him cross the finish line, but it lacked a connection to me because it wasn't The King I attached to, it was McQueen.
Well these are my thoughts about the movies and like I said, one being better than the other depends on personal taste.

I can tell you that Turbo is probably the movie Paul Newman would have really loved, given his career in Indy Racing.

They're also about bringing traffic/people/attention to semi-abandoned areas (and their respective businesses.)

IMO it was better than Cars and Cars 2, I was laughing, crying and on the edge of my seat throughout this movie.

"He likes a nice skinny one, without much fluff!
