Why did Stelline....? (spoilers)

Was going to ask why she created the wooden horse dream, but seems a few here have already asked. Either to make other potential possibles for the child, to distract those looking for her, or to get others looking into the dream and following the trail to Deckard. Doing the detective work on her behalf. Did she know a Blade Runner would have that specific implant? And the 'There's a little of every artist in their work' line. Too much going on for this to just be a cheap plot device.
