Is there anything I missed about the Las Plagas zombies??? [SPOILERS!!]

So, about these zombies that come up at the end and draw Rain under water (FAQ say they are Las Plagas zombies [?]).... I've got a few questions:
1) Where did they come from? From the blown up underground city? Are we supposed to assume that zombies everywhere can happily live under water and just populate the oceans around the world, walking from island to island on the ocean floor à la Pirates of the Caribbean?
2) Why would they attack Rain, are they not on the same side? I sort of lost track about whose side Rain was actually on.
3) Why should they (the wide shot reveals hundreds of them) ONLY attack Rain? Now that there is a big whole in the ice, why should they not swarm out and kill Alice and the others?
