Is there a Turtle Hill in Brooklyn?

I'm originally from Brooklyn, but I don't remember any neighborhood called Turtle Hill.
Was this topic mentioned at the start of the movie Turtle Hill, Brooklyn? Maybe it just
went past me. Or, maybe it's an in joke that I didn't get. Can anyone help me out
about this?
