Is she the one that plays Feryal? In that case, I agree 100% with you. The character may or may not be well developed (in fact, I'm sorry to say that character development is not a strong suit with this series), but the actress herself seems to have such depth and nuance that she makes the character shine regardless. Meryem Uzerli and Burak Ozcivit are also outstanding in my opinion. Many of the other actors are great, but there are some flaws in the script that don't really contribute to make them shine. The script relies too much on sudden outbursts of yelling to prove power or authority.

She's my favourite too. I'd love to see that actress in another strong female part, like a detective hunting down a serial killer. Not obviously beautiful, but so great.
