Who made the Winter Soldier?
In the movie when Steve and Nat was in the computer room it had on the film Zola talking to Bucky. I thought Zola was captured on the train when Bucky fell into the ravine.
shareI'd have to go re-watch the movies but I believe (and I could be completely wrong) there are references to the fact that Zola was given a job with the gov. to help fight against Hydra. And Hydra had been working for years to infiltrate SHIELD from the very beginning with him there. so Zola, doing a double agent thing, was working on Bucky right under SHIELD's (co-founded by Peggy and Howard) noses.
Bucky was found in the ravine by Hydra but we are not sure when or how long. they could have found him and held him hostage for months before Zola was able to get back to perform those surgical procedures.
