How was he able to cut through the roof of the SUV and the street fast enough to get away from TWS?

More importantly, why Bucky didn't just follow him?

Exactly, he was holding what just basically looked like a high power torch no way that could have cut through unless he had some alien technology discovered by SHIELD

Well, we do know SHIELD has had alien technology for decades. As to why Bucky didn't follow him, well, he apparently did since he shot Fury later that day.

This was after Captain Marvel so I would think some alein technology along with the antiseptic injector.

I think the torch has enough gas temperature to cut though even road. Like in movies a spray can gas can freeze metal fence in seconds to be able to make a opening.
