I think you're misinterpreting that scene.

Sam calls Cap the running man because the last time he saw Cap was when Cap was lapping him (multiple times) while running/jogging around the National Mall (after that run, before Nat picked Cap up, Sam mentioned to Cap that he now worked at the VA).

Cap's comment of "Caught the last few minutes" is in reference to catching the last few minutes of the session Sam was overseeing at the VA (where Sam is giving advice on how to deal with the transition back home, and ways to try and work through their PTSD). "Caught the last few minutes" was not in reference to having watched a movie.

If that's what the OP was referring to, wow.

FWIW, Sam calling Cap the running man doesn't have to be a reference to the film even then. Could still be the book or even just a generic reference to the fact that Cap was running. It's not like there's any connection to what Cap was doing other than the title of the book/film.

And in that context they really couldn't have referred to other Schwarzenegger films.
