This is my opinion. All opinions are subjective.
The First Avenger was boring as hell and slow-paced, the CGI head on another actor's body was just off, it looked fake, how did they expect audiences to take that movie seriously?
The Winter Soldier - so much better, more action, they picked up the pace, it wasn't slow, overall a more lively motion picture.
Cap's trilogy, as a whole, is the best out there.
The first film is the slowest to me but the story was good. I'm just not a WW2 fan, which hurts me watching it. But I still enjoy the movie upon occasion.
I was fine with the desizing of Steve to pre Captain America. I thought they did a great job with that.
This is the setup movie for Steve and they have a lot to build up to. I felt the same way about IM. It's a slower movie to me, because it's a setup movie.
So, I agree with you that it was slower but there's a reason for that compared to the other movies, where they can just jump in and go.
I will also add that I feel the same about TA and AOU. One feels more like a setup movie and the other jumps in.
