Rank the villains. You can rank them from who you think is the most evil to who you think is the least evil. Or you can rank them simply by who's your most favorite to who's your least favorite.
For my list I'm going with "most evil to least evil" over "most favorite to least favorite"

I hate that he gets in the way of characters. He's been paraded around as the "good " kid. Oh's so innocent and has got a heart of the truest believer and so on. He always feels the need to push the "redeem villains and make them heroes" thing. He's a whiny kid, he's annoying, he's a liability. He gets into trouble and puts his Charming/Mills family and others involved at risk. I'm glad his screentime has drastically decreased since.

Interesting! I wouldn't put Henry on the villain list, but I do agree with you to a certain degree. I've always felt Henry was a bit dark and dangerous and he did push the envelope on more than one occasion.

Cora was the best.
share1. Cora: Hands down, the best villain for me.
2. Cruella De Vil: She was so sassy, but the thing that made her really interesting was her psychopathic side.
3. Zelena: Really unique because she had that crazy funny energetic and unpredictable personality.
4. Rumplestillskin: Self-explanatory, but the repetitive "I'm good now. Oh, surprise, I'm actually evil" twist is bugging me.
5. The Evil Queen: I C O N I C.
6. Peter Pan: Neutral, the awful parent aspect was interesting tho.
7. Hades: Neutral.
8. Maleficent: She felt like a less interesting Evil Queen to me.
9. Arthur: I didn't understand his motive? He was so hot tho.
10. The Snow Queen: Not really a villain, just a mentally insane person who happened to have a lot of power. It was tragic.
11. Dark Swan: This story had a lot of potential and it started extremely good, but it went downhill when it was revealed she's not evil. Why did she pretend? Lol.

Rumple- He's just so cool...with his maniacal laughter and his giggles
Maleficent- I don't know if she actually counts as a villan villan, I dont think she ever killed anyone in the show? Still I though she was really well played and I loved her dragon form (also her style!)
Cora- Possibly the worst mother ever
Cruella- She had NO conscience-total psychopath, I do wish she'd lasted longer though
