That was the only way Mr Hyde could be defeated in the book, only Doctor Jekyll left it too long and turned into Hyde permanently. It was a stupid idea to split off the evil in the first place, it wasn't going to change the past or take away Regina's bad karma. Trust Snow, who is still trying to justify what she did to Lily, to come up with a magical solution to a purely human problem. I really like Snow, she's brave and strong and caring, but when she goes wrong, she really goes wrong.
