I'm not going to bother with spoiler warnings...lol...

It appears that a government agency wants to take out a certain suspected terrorist. The agency also gave their own people up in a mission...expecting no one to survive. A girl who survived that mission accidently bumps into suspected terrorist who's fighting off hired assassins from the agency. Terrorist gets killed but now agency realizes that one of their covert operatives is still alive. Meanwhile...local law enforcement is also investigating. There are also a few instances of double crosses. Eventually...the girl who survived the mission hooks up with a girl from local law enforcement (both have revenge issues vs agency) and battles all the folks from the government agency (they seem to have hired loads of contract people)...who's field leader is also a woman.

That's what I got out of it...but I imagine other people saw a different plot altogether...lol.

I think it was a passionate project of the director to spread the message that a film may just as well contain constant fighting from the first to the last scene and the viewer doesnt need to know why anyone fights anybody else or who is why the friend or foe of anybody else.
