Was there a link to the little girl dying in the future to anyone from his time or was she just a random stranger? If so, that just seems so strange.
It would have made more sense had the little girl turned out to be Willa's granddaughter. Then the whole conversation with Wiila as a little girl about kissing her in the garden bed would have been almost prophetic.
I actually thought the little girl was Willa's granddaughter.

I thought that was supposed to be Beverly reincarnated...but then she did the arms thing, then I thought it was supposed to be Willa?

She was not random. She was the redheaded girl that was supposed to receive Peter's miracle. Everyone thought his miracle was for Beverly, but they were mistaken. Beverly's miracle was to keep Peter alive long enough to save the other little girl. When he sees her after her seizure, she is rolled over and has her hand on the window, with the reflection of the light looking like a moon in the window. That is when he realizes that she also has red hair and is the image that he had been drawing. It is also the image that Pearly drew. The kissing her in the garden bed was a prophetic conversation. It was not necessary that they be related.

Now I could be wrong, but if I read the OP correctly, I think this is a simple question of if the girl was random or if she had any connection to Beverly and Willa. If so, then the answer is yes, as in she is a random girl.
Peter's destiny makes her anything but random, of course. The movie made that very clear. But I don't think that was what the OP was asking. Again I could be wrong.

She was connected through time to Peter. She was far from random.

If you listen during the scene with the furnace trouble you hear that everybody is being sent next door to the Gamely's and Virginia and Abby's last name is Gamely so I assume Virginia is either the granddaughter or the great granddaughter of the people who lived next door to Beverly's family which adds an interesting element of possible destiny that these two families were meant to connect and cross paths in some significant way.
