Even the English title points out that it is desperate to ape the superior "Detective Dee".
Maybe to trick western audiences to watch the film thinking it's the sequel or spinoff or as you said, Parody of Detective Dee.
Although in Korean the two films' title is quite different.
But even at that level it fails miserably.
