anybody know how to download the streaming app to a smart tv?

Check the documentation for your smart TV. It has to been done through the TV's software.

thanks, i just discovered that both my smart tvs dont support cbs all access,

That's annoying. I also have a smart tv that doesn't allow a number of apps that I wanted to add, like ESPN+, so I ended up buying a Roku.

The next time you buy a TV, get one with Roku built-in. I got a Roku TV about 6 months ago...it is AWESOME!

Can you get CBS AA for a month or two and then cancel it? After this show is out, it might actually have enough programs that I would get it and binge watch them and cancel if that is a possibility. Or is there some 2 year type contract or some such nonsense to prevent that kind of thing.

I don't know. Even if they have something like that now, there is no guarantee it will still be available when The Stand premieres.
