Most cities don't have licensing restrictions, some do, though I am not sure if New York has started that trend, if so that sucks. It all started when L.A. County Sheriff copyrighted their logos, which is why now all the shows that show L.A. County Sheriff have 'similar but different' designs. LAPD now copyrighted the image of city hall. Chicago WON'T let you film in the city limits if you use the correct badge and patch for CPD, so in films (like Jennifer Lopez's film Angel Eyes, for example) the Chicago logos are slightly different. This is a change forced by the city. In some cases they just don't want you filming in their city with anything that looks like their patches and badges.
Lots of the film production companies think this is BS and just will make the logos different rather than be held hostage by the bureaucrats of these cities.
A recent example of Terminator: Genisys, where the SFPD outfits were different (in most shows they're accurate, but SF recently started claiming script approval rights for any production that films in the city limits. This slows down production a lot. A lot of productions just film OUTSIDE of the cit limits and use the correct uniforms.
For the record, you were right to mention licensing as a possibility as to why any show would suddenly have 'not quite right' patches and badges. It's a stupid recent trend. Either you pay exorbitant fees, or some cities ban the correct logos completely. But folks should know that getting the REAL looking stuff is actually EASIER than being forced to make a replica that won't get the production shut down by the city.
