DOCS???

One question: In episode 2, how did the case of the girl with an intellectual disability not go to DOCS anyway? The mandatory reporting is not just to the police/DPP, but to child safety and given that there is not a parent willing and able to provide protection/believe the child, I would assume that DOCS would definitely be involved and an investigation would be needed.
