Let me tell you the history about the picture. The originall Top Cat tv show was tremendously popular in Mexico, my country, were the characters were beloved and were aired in television for years. The producers of this film decided to make a new movie to get the character known to new generations and they took their project to Warner Bros, who authorized them to make this film. That way it is the first time ever that a movie about a Warner Bris character gets an oficiall picture filmed by people from other country.
The film is made with spanish voices resembling the originall dubbed mexican version and after it's release in Mexico it will be taken to other countries like the United States were the originall spanish version will be dubbed.

Just a correction on this pencho, Top Cat was created and produced by Hanna-Barbera. What is truly remarcable for me is how the Mexican-argentinian producers obtained Hanna-Babera's permission to co-produce the movie along Warner Bros!!!!

Hanna-Barbera - Warner - Top Cat Movie, semi-explained here:

My guess about the authorization for the mexican-argentinian project to make the movie would be that due to the remarkable success of the series through the years in Mexico and in all of the countries in Latin America, it would guarantee the non-failure at the box-office, at least, and if that was the case, ther were right, in Mexico debuted september 16 and broke box office records for a mexican movie : http://www.cinepremiere.com.mx/node/19378 (in spanish)
