The sad part is that it isn't. Over the Hedge didn't exactly have a huge budget. This is more like if Over the Hedge had crappy writers.

Regardless of the story origin or the writing, this film looks cheap because it has a distinctively choppy look to it, as if it was originally rendered at a low framerate, implying that the studio couldn't be bothered to polish its work properly because higher framerate = more processing = more production time and equipment = more expensive. The animation is so unsmooth that it's incredibly distracting. (Sadly, this cheap, choppy look isn't unique to this film.)

True. Totally ripped off Over the Hedge. Woodland creatures who are starving, a selfish main character who has to branch out, humans are evil...a way less funny version of OTH.
