I don't really know what to say for heartwarming and cute, but if you enjoyed the animation style of Ernest and Celestine, you may also like The Triplets of Belleville. That film gets darker towards the end, though. Geared towards an older age group than Ernest and Celestine. I know I really liked both.

Both are cute and should be easily found online, the house of magic is not on dvd yet. Scamper is probably for really little kids
Scamper the Penguin is actually, in its original state, a Soviet cartoon called The Adventures of Penguin Lolo. It was reedited and redubbed for an American audience, with a whole new title and completely different theme music (far inferior).
Seek the original. It is very good.
As others have pointed out, the kind-heartedness of Ernest and Celestine reminds of Miyazaki cartoons, namely Kiki's delivery service and My Neighbor Totoro. Not the style of animation, but the general feel and charm of the storytelling. Myazaki's stories are often parabolic as well, although maybe less obviously so than E&C. Protagonists are often children and the narrative is told from their point of view.
This being said, the watercolor style of animation in E&C in spirit with some of Isao Takahata's work, such as My Neighbors the Yamadas.
Lovers of hand-drawn animation will appreciate Eastern European and Soviet works by the likes of Yuri Norshteyn, Frederic Bach and Alexandr Petrov.

shareCan't really go past "Arashi no Yoru Ni" (One Stormy Night), an Anime about a goat and a wolf who become best friends. Japanese only with subs, but there is a reasonably well done fan-dub in English on YouTube.
The is also a CGI animated series of the same story, which is vastly inferior. Just watch the original movie.
