Of course there is. Just because you can spread some around (e.g. parents, modeling schools, general public) doesn't mean the blame doesn't fall squarely on the "modeling and scouting agencies":

Yeah I agree. They take these girls under their wing and promise false hope. They should be there at all casting calls, and help them get paid when their pictures are stolen. And they claim the girls in japan never go into debt. LIARS.

These girls are utterly alone over there. They should not be.
