I agree with you, though I might give it a slightly higher grade. I think there is a good story here, but the writer and director did not really bring it out. Many of the sub-plots were irrelevant and did nothing for the story - for example, the whorehouse, the American trying to sign up players, etc. There were too many small stories that drew attention away from the main story of Serbian players and the first World Cup.
I also find it very annoying when the English subtitles are made for an American audience when there are many people who speak English and are not American (like me). The actors all say "football", but the subtitle is "soccer." Nowhere except America is the game called "soccer."
